Urges the Department of Health to convene and lead an informal working group to discuss management of all group living facilities under HRS section 46-4(d), including clean and sober homes.

Working group should explore collaboration with counties and other regulators to ensure group living facilities comply with county regulations and encourage registration without discriminatory restrictions.

Requests working group include input from the Hawaii Paroling Authority, Judiciary's Adult Client Services Branch, Department of the Attorney General, and other appropriate entities as determined by the Director of Health.

Working group should address legal issues pertaining to federal Fair Housing Act and Americans with Disabilities Act protections, coordination between state and county agencies for complaint resolution and accountability, registry expansion efforts, and inventory management of homes statewide.

Directs certified copies of the resolution to be transmitted to the Director of Health, Director of Public Safety, Hawaii Paroling Authority Administrator, Chief Justice of the Hawaii Supreme Court, Attorney General, and all county mayors.
