• Department of Education is urged to develop a comprehensive plan for reinstating cancelled school bus service routes due to driver shortages affecting student access to schools.

• Ten Oahu high schools and four Kauai schools had bus service suspensions during the 2023-2024 school year; approximately 12,000 students on Oahu and 13,000 on neighbor islands use school bus services.

• Department must submit the comprehensive plan including findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session convenes.

• Certified copies of the resolution must be transmitted to the Chairperson of the Board of Education and the Superintendent of Education.
