Requests establishment of a Stream Maintenance Working Group within the Department of Land and Natural Resources to address Hawaii's persistent stream flooding problems caused by debris and obstructed water flow

Working group shall consist of 8 members including representatives from DLNR (chair), U.S. Army Corps of Engineers, Department of Education, University of Hawaii, City and County of Honolulu, Hawaii Emergency Management Agency, and two private landowners

Members shall serve without compensation but may be reimbursed for necessary expenses including travel costs incurred in carrying out their duties

Working group shall develop a comprehensive solution for effective stream management and maintenance through collaboration with state and county agencies, private landowners, and stakeholders

Working group shall submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the Regular Session of 2025
