SR 7 Summary

• Request the Department of Health's State Health Planning and Development Agency to establish a health data sharing working group to facilitate real-time health information exchange among healthcare entities and government agencies in Hawaii.

• Working group membership includes the Administrator of the State Health Planning and Development Agency (chair), representatives from the House and Senate, Director of Health, Chief Information Officer, Med-QUEST Administrator, Insurance Commissioner, and Hawaii Employer-Union Health Benefits Trust Fund Administrator, plus one representative each from Hawaii Health Information Exchange, Hawaii Association of Health Plans, Hawaii Medical Association, and Healthcare Association of Hawaii.

• Working group must explore development of standardized data sharing agreements, identify health information to be shared, address gaps in health information lifecycle, incorporate social determinants of health and behavioral health data, and address privacy and security concerns.

• Working group must submit findings and recommendations including proposed legislation to the Legislature no later than 20 days before the 2025 Regular Session convenes and dissolve on June 30, 2025.

• Goals include aligning with national standards for health information exchange, identifying federal and philanthropic funding sources, and improving health outcomes through expanded care coordination across the state.
