Requests the Auditor to assess the social and financial effects of proposed mandated health insurance coverage for ketamine therapy to treat depression and suicide ideation, as outlined in Senate Bill No. 279, Senate Draft 1.

Requires the assessment pursuant to section 23-51, Hawaii Revised Statutes, which mandates an auditor report before any health insurance coverage mandate can be considered by the legislature.

Directs the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2025.

References research indicating ketamine is a valid antidepressant option for treatment-resistant depression with rapid antidepressant effects.

Requires certified copies of the resolution be transmitted to the Auditor and Insurance Commissioner.
