Encourages U.S. Congress to pass the Nurture Originals, Foster Art, and Keep Entertainment Safe Act of 2023 (NO FAKES Act) and the No Artificial Intelligence Fake Replicas And Unauthorized Duplications Act of 2024 (No AI FRAUD Act) to protect against AI-based exploitation of artists and individuals.

Recognizes that generative and traditional artificial intelligence technology has enabled misappropriation of voice and likeness from various individuals, including high school students and celebrities.

Calls for balance between creative expression and artistic freedom while establishing protections against exploitation through AI technology.

Notes that Hawaii law already protects individuals' name, image, likeness, voice, and signature rights under Chapter 482P of the Hawaii Revised Statutes, regardless of commercial exploitation history.

Directs certified copies of the resolution be transmitted to the Speaker and Minority Leader of the U.S. House, President Pro Tempore of the U.S. Senate, and Hawaii's congressional delegation.
