Hawaii State Energy Office requested to convene a Renewable Liquid Fuels Working Group to study local production, development, and incentives for renewable liquid fuels including renewable diesel, naphtha, and sustainable aviation fuels.

Working group composition includes one Senate member, one House member, Chairpersons (or designees) from Board of Agriculture, Board of Land and Natural Resources, Director of Transportation, Chief Energy Officer, and University of Hawaii President.

Working group invited to include representatives from Hawaii Farm Bureau, Airlines for America, Hawaiian Electric, Hawaii Gas, Kauai Island Utility Cooperative, local feedstock and fuel producers, environmental nonprofits, and fuel importers.

Working group tasked with identifying suitable feedstock and production technologies, evaluating existing and new tax incentives, and assessing adoption of a clean fuel standard for renewable liquid fuels.

Working group required to meet at least twice per year and submit final report with findings, recommendations, and proposed legislation to Governor and Legislature by January 1, 2025.
