Highlights threats to student safety and educational environments at Waipahu Elementary School and Waipahu High School from visible illegal dump sites.

Notes that illegal dumping contaminates soil and water sources, threatens natural habitats and ecosystems, and diminishes community pride and cleanliness in the affected areas.

Directs transmission of certified copies to the Commander of Joint Base Pearl Harbor-Hickam, Governor, Director of Transportation, Director of Health, Mayor of Honolulu, and Director of the Department of Facility Maintenance.
