Urges the Department of Health, Department of Transportation, and Department of Land and Natural Resources to take action to reduce carbon emissions from airplane transportation to and from Hawaii

Requests these departments convene a task force to research sustainable aviation fuel and other decarbonization measures for domestic and international travel, co-chaired by the Director of Transportation and Chief Energy Officer of the Hawaii State Energy Office

Task force to include representatives from the Department of Health, Hawaii Climate Change Mitigation and Adaptation Commission, and other members deemed necessary by co-chairs

Urges departments to develop legislative proposals and submit them to the Legislature and Governor at least 40 days before the 2025 Regular Session begins

Directs departments to consult published scientific research when taking action and developing proposals to address aviation-related carbon emissions
