Request departments to explore partnerships with private businesses and organizations to design and build temporary micro-housing units for placement at state harbor and water locations.

Current live-aboard permits capped at 129 berths at Ala Wai Boat Harbor and 35 berths at Ke'ehi Boat Harbor on O'ahu with no permits issued at other harbors or for houseboats.
