• Encourages developers to incorporate net zero water building strategies when constructing and renovating housing projects in Hawaii.

• Defines net zero water housing as projects designed to minimize total water consumption, maximize alternative water sources, and minimize wastewater discharge while returning water to original sources such as aquifers.

• Identifies net zero water strategies including innovative water-efficient technologies, alternative water source production, on-site wastewater treatment and reuse, wastewater injection into original water supplies, and green infrastructure for stormwater infiltration.

• States that net zero water housing would reduce impacts on aquifers and water reclamation infrastructure, decrease pollution runoff, and conserve water resources in the State.

• Directs certified copies be transmitted to the Governor, Executive Director of the Hawaii Housing Finance and Development Corporation, and Executive Director of the Hawaii Public Housing Authority.
