Excludes large cigars and pipe tobacco from the offense of unlawful shipment of tobacco products established by Act 62 (Session Laws of Hawaii 2023).

Permits direct shipment of large cigars and pipe tobacco to persons 21 years of age or older for personal consumption only, not for resale or distribution.

Maintains the requirement that all applicable state taxes on tobacco products must be paid in accordance with Chapter 245 of the Hawaii Revised Statutes.

Addresses unintended consequences of Act 62 by recognizing that federal law permits large cigars and pipe tobacco to be mailed via United States Postal Service, unlike cigarettes and electronic smoking devices.

Effective January 1, 2026.
