HB 1007 Summary

• Establishes the Transit-oriented Development Infrastructure Improvement Program under the Hawaii Community Development Authority (HCDA) to plan and develop community infrastructure in transit-oriented development areas, replacing the previous district-based approach.

• Expands HCDA board membership to include two experts on transit-oriented development appointed by legislative leaders, and adds ex officio nonvoting legislative committee chairs for transportation and housing matters.

• Authorizes HCDA to issue up to $180,000,000 in revenue bonds to finance infrastructure development within transit-oriented development program areas, community development districts, and the stadium development district.

• Empowers HCDA to assess user fees on beneficiaries of infrastructure improvements and allows property condemnation for transit-oriented development projects when necessary.

• Appropriates $180,000,000 from revenue bond proceeds for fiscal year 2025-2026, with unexpended funds authorized to lapse on June 30, 2030.
