Requires the Department of Land and Natural Resources to determine the effect of proposed state affordable housing projects on historic properties, aviation artifacts, and burial sites within 90 days of a complete request.

Tiered review approach based on area sensitivity: highly sensitive areas require archaeological inventory survey; moderately sensitive areas may proceed with archaeological monitoring; nominally sensitive areas may proceed without further review.

Agencies must obtain state inventory of historic places numbers for all historic properties identified during surveys or monitoring before construction starts or completes.

If human remains are found, work must stop within a 20-foot radius of the remains and back-dirt pile and areas must be protected; if other historic property is found, work must stop within a 20-foot radius and the state historic preservation division must be contacted.

Defines "affordable housing project" as housing where over 50 percent of units are affordable to households earning at or below 140 percent of the area median income; effective July 1, 3000.
