Requires the Office of Planning and Sustainable Development to update soil data used in the land study bureau soil rating system by incorporating the latest United States Department of Agriculture Natural Resources Conservation Service data and developing a process for regular updates.

Mandates creation of detailed digital maps showing soils across the State and drafting of statutory and ordinance changes necessary to align State and county governance with updated soil data.

Directs the office to collaborate with the United States Department of Agriculture Natural Resources Conservation Service and the American Farmland Trust to ensure the system aligns with national standards and best practices.

Requires the office to establish a public process for reviewing and refining updated soil data and maps, with final presentation to the legislature within 24 months of the effective date.

Appropriates $400,000 from general revenues for fiscal year 2025-2026 to conduct the required work, effective July 1, 2025.
