Extends the collection period for county surcharges on state taxes in counties with populations of 500,000 or less from December 31, 2030 to December 31, 2047.

Authorizes counties with populations of 500,000 or less to use surcharge revenues for both housing infrastructure and transportation infrastructure, previously limited to transportation only.

Allows counties that previously adopted surcharge ordinances to amend them by December 31, 2026 to expand the authorized uses of surcharge revenues.

Permits counties to establish cost-sharing arrangements with private or public developers to fund a portion of housing infrastructure costs through contributions from projects served by the infrastructure.

Expands the definition of "housing infrastructure costs" to include pedestrian paths, water and sewer systems, and electrical and communication system improvements required for neighborhood redevelopment.
