Requires the Office of Planning and Sustainable Development to conduct an integrated land use study for agricultural districts under Hawaii Revised Statutes section 205-2.

Study must develop land use data for planning decisions on competing agricultural land uses and determine land feasibility to meet the State's climate, sustainability, and housing statutory targets.

Study shall incorporate the Hawaii 2050 sustainability plan, state land use review of districts, Hawaii sea level rise vulnerability report, and must include county-specific recommendations.

Appropriates $350,000 for fiscal year 2025-2026 (including one exempt planner position) and $150,000 for fiscal year 2026-2027 to conduct the study.

Requires interim report to legislature by twenty days before 2026 regular session and final report by twenty days before 2027 regular session; effective July 1, 2025.
