HB 1021 Summary

• Establishes a statewide net greenhouse gas emissions target to sequester more atmospheric carbon than emitted by 2045, with an interim target of 50% reduction below 2005 levels by 2030

• Sets a total greenhouse gas emissions reduction target of 90% below 2005 levels by 2045, with sector-specific targets: stationary combustion (50% by 2030, 80% by 2035, 90% by 2040, 95% by 2045) and ground transportation (40% by 2030, 70% by 2035, 90% by 2040, 95% by 2045)

• Adds eleven definitions to Hawaii Revised Statutes § 225P-2 including anthropogenic greenhouse gas emissions, carbon sink, emission leakage, greenhouse gas inventory, and net greenhouse gas emission

• Requires the Hawaii Climate Change Mitigation and Adaptation Commission to develop science-based targets for other economic sectors and work with members to prevent emissions leakage from climate policies

• Updates state agency requirements to consider impacts on achieving clean economy targets in all planning, decision-making, and procurement decisions beginning January 1, 2026
