Designates the Center for Cultural and Technical Interchange Between East and West, Inc. as the "State of Hawaii Center for Cultural and Technical Interchange Between East and West, Inc."

Exempts general fund appropriations to the East-West Center from chapter 42F, Hawaii Revised Statutes requirements, provided that any contracts with recipients or providers remain subject to chapter 42F standards.

Establishes seven criteria the East-West Center must meet to receive state funds, including being licensed or accredited, complying with federal and state anti-discrimination laws, not using funds for entertainment or lobbying, and maintaining tax-exempt status.

Allows the comptroller and state auditor to examine use of appropriated funds by the East-West Center.

Effective July 1, 3000.
