Appropriates funds for collective bargaining cost items and salary adjustments for Bargaining Unit (9) members for fiscal years 2025-2026 and 2026-2027, totaling $3,177,124 in general funds, $43,068 in special funds, $186,659 in federal funds, and $97,486 in revolving funds statewide.

Appropriates $16,186 (FY 2025-2026) and $43,292 (FY 2026-2027) in general funds to the Hawaii judiciary for collective bargaining cost items.

Appropriates salary increases for excluded state officers and employees in the same compensation plans as Unit (9) members, including $76,568 (FY 2025-2026) and $162,270 (FY 2026-2027) in general funds statewide, and $6,873 (FY 2025-2026) and $16,099 (FY 2026-2027) for the judiciary.

Authorizes $4,558,759 (FY 2025-2026) and $10,071,372 (FY 2026-2027) in special funds for Hawaii health systems corporation collective bargaining costs, and $167,168 and $329,126 respectively for excluded employees.

Appropriates health premium payment funds totaling $1,193,410 (FY 2025-2026) and $2,511,510 (FY 2026-2027) in general funds for Unit (9) members and excluded employees; Act takes effect July 1, 2025.
