HB 1036 Summary

• Appropriates funds for collective bargaining cost items and salary increases for Bargaining Unit (10) members and excluded state employees in the same compensation plans for fiscal years 2025-2027.

• All appropriations are set at zero dollars across general funds, special funds, federal funds, and other funds for all state departments including the Department of Education and Judiciary.

• Applies to compensation agreements negotiated with the exclusive representative of Bargaining Unit (10) across multiple state agencies: collective bargaining statewide (BUF 102), Judiciary administration (JUD 601), and Hawaii Health Systems Corporation (HTH 210).

• Declares the state general fund expenditure ceiling for fiscal year 2025-2026 has been exceeded and will be further exceeded by the appropriations in this Act.

• Takes effect July 1, 2050.
