Appropriates funds for collective bargaining cost items negotiated between the State and bargaining unit (11) for fiscal biennium 2025-2027, with all funding sources showing $0 appropriations for both FY 2025-2026 and FY 2026-2027.

Authorizes salary increases and cost adjustments for non-bargaining state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (11) members, also with $0 appropriations for both fiscal years.

Requires that salary increases and cost adjustments for employees paid from federal, special, or other funds shall be paid proportionately from those respective funding sources.

Declares that the state general fund expenditure ceiling for fiscal year 2025-2026 has been exceeded and will be further exceeded by this Act, citing public interest and need as justification.

Directs the Director of Finance to allot appropriated funds to appropriate state departments and provides that unexpended or unencumbered funds shall lapse by June 30, 2026 and June 30, 2027.
