• Appropriates funds for fiscal biennium 2025-2027 to implement collective bargaining cost items negotiated with bargaining unit (13) across state departments, with total general fund appropriations of $14,473,973 (FY 2025-2026) and $29,195,058 (FY 2026-2027).

• Provides funding from multiple sources including general funds, special funds, federal funds, trust funds, and other revenue streams to cover salary increases and cost adjustments for bargaining unit (13) members.

• Allocates separate appropriations for the Department of Education totaling $3,003,288 (FY 2025-2026) and $6,473,114 (FY 2026-2027) in general funds for unit (13) members in that department.

• Authorizes funding for the Judiciary ($1,394,126 and $3,013,192 in general funds) and Hawaii Health Systems Corporation ($1,136,063 and $2,159,069 in special funds) for bargaining unit (13) employees in those entities.

• Extends comparable salary adjustments and cost items to non-bargaining unit employees in the same compensation plans under Hawaii Revised Statutes chapter 89C, effective July 1, 2025.
