Appropriates funding for collective bargaining cost items negotiated with the exclusive representative of bargaining unit (14) for fiscal biennium 2025-2027, with all funding sources listed as -0- for both fiscal years.

Appropriates funding for salary increases and cost adjustments authorized under chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining but in the same compensation plans as bargaining unit (14) members, with all funding sources listed as -0- for both fiscal years.

Requires the director of finance to allot appropriated funds to appropriate state departments for expenditure in the respective fiscal years.

Declares that the state general fund expenditure ceiling for fiscal year 2025-2026 has been exceeded and will be further exceeded by the appropriations in this Act, citing public interest and necessity as justification.

Takes effect July 1, 2050.
