HB 1054 Summary

• Authorizes 24 professional licensing boards and agencies under the Department of Commerce and Consumer Affairs to automatically revoke licenses, registrations, and certifications for individuals convicted of sex offenses or required to register as sex offenders under chapter 846E.

• Requires licensing boards to notify affected individuals of revocation or denial and provide the right to request a hearing within 10 days, with hearings to be conducted within 30 days in accordance with chapter 91.

• Provides that convictions remain conclusive evidence of facts, guilty pleas and nolo contendere pleas are treated as convictions, and overturned convictions on appeal automatically cease the revocation or denial.

• Prohibits permanent restoration, renewal, or reinstatement of licenses when the person is required to register as a sex offender under chapter 846E and the victim was a patient or client or former patient or client whose relationship was terminated to facilitate the offense.

• Mandates that all final disciplinary orders be made public record; takes effect July 1, 3000.
