Appropriates $700,000 from the Public Utilities Commission Special Fund for fiscal year 2024-2025 to contract consultant services for utility dockets.

Authorizes funding to hire specialized consultants to strengthen the resilience and reliability of electric utility services in Hawaii.

Designates consultant services to include reviewing wildfire mitigation plans of regulated public utilities and assisting with grid restoration and infrastructure rebuilding efforts.

References the August 8, 2023 Maui wildfires as justification for emergency action to address wildfire threats and other natural hazards to the State's critical infrastructure.

Takes effect upon approval and is recommended by the governor for immediate passage as an emergency measure.
