Converts Emergency Management Specialist series positions at level V and higher in the Hawaii Emergency Management Agency from civil service status to exempt status.

Exempts these positions from standard civil service recruitment procedures to enable faster hiring and improved retention of qualified emergency management professionals.

Adds the specified exempt positions to Section 76-16(b) of Hawaii Revised Statutes, which lists positions exempt from civil service requirements.

Takes effect July 1, 3000, with an automatic repeal on July 1, 2027, returning affected positions to civil service status unless affirmatively extended by the legislature.

Persons occupying these positions become subject to civil service protections again upon repeal on July 1, 2027.
