HB1060 Summary

• Establishes the Community Readiness Centers Program within the Hawaii Emergency Management Agency to provide emergency preparedness training, supplies, medical care, device charging, and internet access during and after emergencies.

• Requires community readiness centers to be equipped with solar panels, backup battery storage, electrical charging stations, internet access, and medical supply refrigeration capability; new construction must meet International Code Council 500 standard for 250 mph wind resistance.

• Creates the Community Readiness Centers Special Fund to be administered by the Hawaii Emergency Management Agency and funded through appropriations, interest earnings, and allocations from the environmental response tax.

• Renames the "Environmental Response, Energy, and Food Security Tax" to the "Environmental Response, Energy, Food Security, and Resilience Tax" and allocates a portion of petroleum and fossil fuel tax revenues to the Community Readiness Centers Special Fund.

• Takes effect July 1, 3000.
