Expands TRICARE health insurance coverage allowances for Hawaii National Guard members activated for more than 30 days in state service to include TRICARE Dental and vision coverage, in addition to existing TRICARE Reserve Select coverage.

Removes rank restrictions that previously limited dental and vision coverage allowances to officers in grades O-3 and below and warrant officers in grades CW-2 and below, making coverage available to all ranks.

Removes rank restrictions that previously limited dental and vision coverage allowances to enlisted personnel in grades E-6 and below, extending coverage to all enlisted ranks.

Extends TRICARE Reserve Select family coverage to family members of all eligible officers, warrant officers, and enlisted personnel, without previous rank limitations.

Takes effect upon approval of the Act.
