Amends Section 302L-9(e) to redirect stipend repayments from the Hawaii Early Childhood Educator Stipend Program into the Early Learning Special Fund instead of a separate Hawaii early childhood educator special fund, effective retroactively to July 1, 2023.

Repeals Section 302L-10, which previously established the Hawaii Early Childhood Educator Special Fund within the state treasury.

Consolidates early childhood educator stipend program funding by eliminating the separate special fund and routing all repaid stipend moneys to the Early Learning Special Fund administered by the Office on Early Learning.

Takes effect upon approval.
