Amends section 302L-1.6 of Hawaii Revised Statutes to modify the composition of the Early Learning Board by adding the head start state collaboration office director as an ex officio, non-voting member.

Requires the board to invite the president of the Head Start Association of Hawaii, or their designee, to serve as an ex officio, non-voting member of the board.

Maintains the existing voting member structure: one each from Hawaii, Maui, and Kauai counties; three from Honolulu; and three at-large members.

Preserves ex officio non-voting status for the superintendent of education, director of human services, director of health, university of Hawaii president, CEO of Kamehameha Schools, and executive director of the Hawaii Association of Independent Schools.

Takes effect on July 1, 3000.
