Extends workers' compensation coverage to newly graduated high school students participating in department of education-sponsored work-based learning programs during the summer following their graduation.

Designates the State as the responsible employer for workers' compensation purposes when graduates undertake work for private or public employers as part of approved work-based learning programs.

Limits coverage to the period ending July 31 of the student's high school graduation year.

Makes workers' compensation the exclusive remedy for covered graduates against both the State and private employers participating in the program, consistent with chapter 386 protections.

Aligns with the Department of Education's 2023-2029 strategic plan goal to expand structured work-based learning opportunities including internships for high school graduates.
