HB 1081 Summary

• Transfers the Office of Wellness and Resilience from the Office of the Governor to the Department of Human Resources Development for administrative purposes.

• Establishes an 11-member Wellness and Resilience Advisory Board with the Director of Health as chairperson, including representatives from state departments, judiciary, University of Hawaii medical school, Kamehameha Schools, law enforcement, nonprofit sector, and Compact of Free Association islander community.

• Adds new functions for the Office to provide training and technical assistance to state departments on implementing trauma-informed policies and practices.

• Advisory Board shall create a statewide trauma-informed care framework, identify best practices including Native Hawaiian cultural practices, conduct agency assessments, and coordinate federal funding for families impacted by trauma, substance use disorders, domestic violence, and poverty.

• Takes effect June 29, 3000 and repeals related prior legislation including Act 209 (2021) and Act 87 (2023).
