Allows the Department of Hawaiian Home Lands (DHHL) to conduct its own historic preservation reviews for proposed projects on lands under its jurisdiction, rather than requiring consultation with the Department of Land and Natural Resources.

Requires DHHL to designate review authority to a qualified Hawaiian home lands preservation officer who has professional credentials in archaeology, architectural history, ethnography, history, or physical anthropology and written delegation from the state historic preservation officer.

Mandates DHHL share all reports, maps, documents, and preservation officer recommendations with the Department of Land and Natural Resources for inclusion in the historic preservation digital document management system and library.

Requires DHHL to notify the Department of Land and Natural Resources when initiating review and provide written concurrence or nonconcurrence at review completion; mandates consultation with appropriate island burial councils for projects impacting burial sites.

Preserves the Department of Land and Natural Resources' review authority over projects affecting properties listed or nominated for inclusion in the Hawaii register of historic places or national register of historic places.
