Amends Hawaii Revised Statutes Section 302A-1603(b) to add a new exemption from school impact fees for housing developed by the Department of Hawaiian Home Lands for beneficiaries of the Hawaiian Homes Commission Act, 1920.

Adds this exemption as subsection (6) to the existing list of exemptions that includes housing excluding school-aged children, transient accommodations, nonresidential development, developments with education contribution agreements, and Hawaii community development authority projects.

Does not affect rights and duties that matured, penalties that were incurred, or proceedings that began before the Act's effective date.

Takes effect on July 1, 3000.
