• Adds a definition of "housing" or "housing project" to Hawaii Revised Statutes Chapter 356D to mean any home, house, residence, building, apartment, living quarters, or dwelling unit designed principally for sheltering people.

• Removes the word "public" from multiple sections governing the Hawaii Public Housing Authority's powers, allowing the authority to acquire, lease, rent, and develop housing projects beyond traditional public housing.

• Authorizes the authority to exercise powers through for-profit corporate agents, in addition to non-profit entities, with all stock owned by the authority or its nominee.

• Removes redundant housing project definitions from multiple statutes (Sections 356D-11, 356D-11.2, 356D-12, and 356D-12.5) by consolidating the definition in Section 356D-1.

• Removes "public" from references to housing projects throughout bond issuance, trustee, and financing provisions in Sections 356D-21 through 356D-24.
