Adds new section to Hawaii Revised Statutes Chapter 356D authorizing Hawaii Public Housing Authority (HPHA) to sell, donate, or dispose of property abandoned or seized in public housing projects.

Requires HPHA to notify property owners by certified mail at least five calendar days before disposition, or post notice on premises if owner identity is unknown.

Mandates public notice and public auction for abandoned or seized property valued at $500 or more per item, with minimum five-day notice period before disposition.

Allows property owners to reclaim abandoned or seized property before disposition by proving entitlement and paying all unpaid rent, debts, fines, and expenses including storage fees of at least $25 per day.

Directs sale proceeds, after deducting expenses and debts owed to HPHA, to first offset any amounts owed by owner to the State, with remainder held in trust for 30 days before transfer to HPHA's special fund.
