HI HB1101

Establishes a permanent Safe Spaces for Youth Program within the Office of Youth Services to provide safe spaces in each county for youth and young adults experiencing or at risk for homelessness.

Requires the program to collaborate with state and county departments including education, corrections, health, law enforcement, and the judiciary to identify homeless youth and young adults and coordinate their placement in shelters.

Authorizes the Office of Youth Services to contract with qualified nonprofit organizations to operate shelters providing overnight lodging, meals, showers, medical and behavioral health services, and education and employment support.

Prohibits sheltering youth under age 18 with young adults ages 18-24, and allows shelters to admit youth for up to 90 days without parental or guardian consent.

Requires the Office of Youth Services to submit a report on the program to the Legislature no later than 20 days prior to each regular legislative session.
