Modifies Section 338-14.5 to redirect all fees from certified copies of birth, marriage, divorce, and death certificates (beyond the $3 distributed to three abuse/assault special funds) to the vital statistics improvement special fund instead of the state general fund.

Amends Section 572-5 to redirect the $10 per marriage license fee from the birth defects special fund to the vital statistics improvement special fund, while maintaining existing distributions to the general fund and abuse/assault funds.

Repeals Section 321-426, which previously established the birth defects special fund.

Transfers any unencumbered and unexpended balance from the repealed birth defects special fund to the vital statistics improvement special fund.

Appropriates funds from the vital statistics improvement special fund for fiscal year 2025-2026 to support vital statistics program operations and the marriage license office of the Department of Health, effective July 1, 2025.
