Amends section 323D-54, Hawaii Revised Statutes, to add a new exemption (17) from Certificate of Need requirements for health care facilities operated or services provided by the Department of Health.

The exemption allows the Department of Health to operate health care facilities and provide health care services without obtaining Certificate of Need approval from the State Health Planning and Development Agency.

Makes technical corrections to existing statutory language, changing "such" to "those" and "such Act" to "that Act" in paragraphs (3) and (14)(C).

Takes effect upon approval.
