Amends Hawaii Revised Statutes Section 321-225(b) to change the quorum requirement for the State Emergency Medical Services Advisory Committee from a majority of members to seven members who have been appointed by the governor and whose terms have not expired.

Maintains the committee's composition of 20 total members: three nonvoting ex-officio members (director of transportation, adjutant general, and state health planning and development agency administrator) and 17 appointed members.

Preserves the 17 appointed member categories: five physicians with emergency medicine or pediatrics expertise, four healthcare consumers, four allied health professionals, and four pre-hospital emergency medical technicians or paramedics.

Members serve without compensation but receive reimbursement for necessary expenses including travel, and the chairperson is elected by members from among their numbers.

Takes effect upon approval.
