Appropriates unspecified general revenue funds for fiscal years 2026-2027 and 2027-2028 to assist counties (other than Kalawao) in increasing access to emergency aeromedical services, with allocations distributed to Honolulu, Maui, Hawaii, and Kauai counties.

Appropriates additional unspecified funds to the emergency medical services special fund for fiscal years 2026-2027 and 2027-2028 for establishment and operating expenses of emergency aeromedical services, including helicopter procurement.

Addresses gaps in rural emergency aeromedical services by expanding beyond the single statewide provider, citing Maui County's existing model as a template for improvement.

Takes effect upon approval on July 1, 2025.
