Clarifies the definition of "manufactured hemp product" in Hawaii Revised Statutes section 328G-1 to resolve ambiguity created by Act 263 (Session Laws of Hawaii 2023).

Specifies that manufactured hemp products include: (1) products created by processing that are either intended for oral consumption as dietary supplements in tablet, capsule, powder, softgel, gelcap, or liquid form, or for topical application to skin or hair; and (2) any other products specified in rules adopted by the Department of Health under section 328G-4.

Clarifies that the Department of Health retains rulemaking authority to regulate and specify new types of hemp products as manufactured hemp products.

Excludes living hemp plants, viable seeds, leaf materials, and floral materials from the definition of manufactured hemp products.

Takes effect upon approval.
