Retroactively repeals the December 31, 2024 sunset date that would have prohibited primary caregivers from cultivating medical cannabis for qualifying patients, effective January 1, 2025.

Allows qualifying patients to obtain medical cannabis through three authorized sources: licensed dispensaries, personal cultivation up to an adequate supply, or from a primary caregiver who cultivates an adequate supply.

Clarifies that each cultivation location can serve no more than five qualifying patients, whether the patient is self-cultivating or obtaining cannabis from a primary caregiver.

Maintains that out-of-state qualifying patients and their caregivers can only obtain medical cannabis from licensed retail dispensaries.

Affirms the legislature's intent to expand patient access to medical cannabis through multiple options rather than restricting patients to dispensary purchases only.
