Requires manufactured hemp product distributors and retailers to obtain a certificate of registration from the Department of Health beginning January 1, 2026 before selling manufactured hemp products.

Establishes a registration system with a $50 application fee and $50 annual renewal fee; the Department of Health will maintain a public registry of registrants on its website.

Mandates that certificates of registration be displayed conspicuously at physical retail locations and digitally on websites for online sellers.

Authorizes the Department of Health to inspect facilities, sample products, and review records of registrants, with authority to suspend or revoke certificates for non-compliance with Chapter 328G.

Exempts carriers and shipping entities from registration requirements unless they sell or offer manufactured hemp products for sale.
