H.B. 1116 Summary

• Bans the sale of all flavored tobacco products in Hawaii beginning July 1, 2026, including products containing menthol and those producing cooling or numbing sensations

• Prohibits mislabeling of e-liquid products as nicotine-free if they contain nicotine

• Establishes 2.0 FTE program specialist positions and 1.0 FTE hearings officer position in the Department of Health to enforce the ban

• Appropriates $1,000,000 for fiscal year 2025-2026 and $1,000,000 for fiscal year 2026-2027 to carry out the Act

• Repeals section 328J-11.5 (preemption provision) to allow counties to adopt more stringent tobacco product restrictions than state law
