• Amends Section 321-14.8 of Hawaii Revised Statutes to restrict home care agencies to providing only services within the scope of their facility license.

• Prohibits home care agencies from providing services authorized under Chapter 457 (nursing services) unless those services are delivered by a registered nurse, licensed practical nurse, or advanced practice registered nurse.

• Adds new enforcement provision establishing that violations of licensing and scope-of-services requirements are subject to penalties and remedies provided in Chapter 321 and related department of health rules.

• Changes definition of "home care services" from "but are not limited to" to "may include" personal care, homemaker assistance, and respite care, narrowing the scope of services that home care agencies can provide.
