Appropriates $250,000 for fiscal year 2025-2026 and $250,000 for fiscal year 2026-2027 to the Department of Health to establish and operate a statewide mental health warm line.

Defines a warm line as a confidential, free telephone service providing nonclinical mental health support for non-emergency situations, typically staffed by trained volunteers or peers with personal mental health experience.

Distinguishes warm lines from crisis lines, which serve individuals actively in danger or requiring immediate professional assistance, whereas warm lines serve those experiencing psychological distress but not in crisis.

Directs funds to cover equipment, training, and operational expenses necessary to make the warm line available statewide at no cost to users.

Takes effect on July 1, 2025.
