• Adds three new positions in the Department of Health to the civil service exemption list: the public information officer in the office of the director of health, the federal initiatives operations coordinator in the developmental disabilities division, and two medical directors in the emergency medical services and injury prevention system branch.

• Exempts five associate administrators and two project managers at the Hawaii State Hospital from civil service requirements.

• Amends Section 334-4, Hawaii Revised Statutes, to increase the number of associate administrators at the state hospital from three to five and adds two project managers as exempt positions.
