Establishes maximum payment rates for medical care of patients at Hawaii State Hospital or other psychiatric facilities under the Director of Health's custody, limited to Hawaii Medicaid fee schedule or provider's billed amount, whichever is less.

Authorizes the Department of Health to establish payment rates for long-term care services provided to patients discharged from Hawaii State Hospital or psychiatric facilities where they were under the Director's custody.

Exempts the Department of Health from chapter 103F (public procurement) requirements when procuring medical care and long-term care for patients under the Director's custody at Hawaii State Hospital or psychiatric facilities.

Defines "medical care" as examination, diagnosis, or treatment for medical and dental conditions including outpatient and hospital-based services, appliances, and supplies deemed clinically necessary, excluding long-term care.

Effective upon approval.
